Last night, about 11:00, our neighbor came over to ask if we had seen any unusual water. His carpet near the common wall we share was soaked. We looked. The water was coming from under our sink. We shut off the water, but the place was very wet. We suspect air hammering in the lines broke something which was iffy in the first place. (The water company was working on a hole in the ground across the street and shut down the water to the block, with the result of air in the lines.) Now, in addition the the soaked carpet next door, we have water slowing lifting the wooden floor slats in our unit. Gah!
