Emotional Support Animals (ESA) are trained pets for the disabled in non-pet housing. Neither of these has access rights in public. ESA's may go on airplanes and travel, but not go in to a business.<br /><br />All ADA Title III Service Dogs (i.e. the ones that can go in public) must be trained to do a task and the handler must be legally disabled.
